Rebecca Smith, M.P.A., M.S. is the Supervisor of Communications at the Bucks County Intermediate Unit, where she leads strategic communications that support public education across Bucks County, Pennsylvania. Her career has focused on translating complex policy, educational initiatives, and organizational priorities into accessible, meaningful communications while advancing collaboration across government, education, and community partners. She previously served in leadership roles at the Delaware County Intermediate Unit, where she led cross-functional initiatives spanning innovation, partnerships, grant management, public affairs, and strategic projects that expanded educational opportunities from early childhood through postsecondary transition.

A graduate of Arcadia University with a bachelor’s degree in political science, Rebecca also earned both a Master of Public Administration and a Master of Science in Education from University of Pennsylvania. She has dedicated much of her professional and civic life to strengthening public institutions through thoughtful leadership, systems thinking, and collaborative problem-solving. Her work has included leading federally funded education initiatives, advancing instructional and program effectiveness, managing complex public communications, and building partnerships across local, county, state, and nonprofit organizations.

In addition to her professional leadership, Rebecca served eight years on the Norristown Municipal Council, including terms as Council President and Council Vice President. During her tenure, she helped guide the community through the COVID-19 pandemic and worked to address challenges including housing instability, behavioral health, infrastructure, and community development through collaborative, intergovernmental solutions. Across every role she has held, Rebecca has remained committed to the belief that effective leadership, strong democratic institutions, and meaningful public service can improve the lives of the communities they serve.
